I believe Chip has a program for this purpose. (probably quite a bit
beyond rudimentary)

Does anyone have a WYSIWYG library stack that allows for rudimentary
editing
of HTML and supports basic tags like: <table> </table>, <tr> </tr>, <td>
</td>, <p> </p>, <b> </b>, <h1> </h1>, etc.?
