There's a good discussion in the documentation:

1. In the Rev tool bar click "Documentation
2. In the Documentation window click "Topics"
3. In the "Filter" field type "function"
4. Among the items listed below you'll see one named:

   "How do I write your own commands and functions?"

The title is potentially misleading:  it doesn't teach you how to write 
other people's functions, just your own. :)
