Have you considered the possibility that perhaps the Carbon API, like 
Rev, doesn't send a message when modifier keys are down but does let you 
poll them?

I haven't found verse and chapter on that (oh, how I miss the simplicity 
of the 'Inside Mac' series), but I would be interested in reading an 
Apple article that explains this one way or another.
