I use Mac software all day and have never seen this. (I don't use 
Mail.app, though.) So I suspect it's a custom routine.

I don't remember the ASCII offhand, but you can get an accent 
character by itself by pressing the relevant key twice. (For example, 
to get an umlaut, press option-u option-u.)
