Developing Externals with Dev-C++ Problems

If you are referring to the Bloodshed Dev-C++ IDE available at 
www.bloodshed.net, yes, I have been able to compile my external with 
it.

Did you remember to reference the DEF file, as described in the FAQ on 
the web site? Remember that you are building a DLL, not an EXE.
