XCMDs Why?

Since, all the platforms that 'RR' runs on have some form of "LoadLibrary"/"GetProcAddress" why is it necessary to write XCMDs.  It seems that the it would be significantly easier to expand the language and library support if 'RR' had a Visual Basic style 'Declare' construct.  I realize this would require some form of data/interface description language (possibly XML) but it would be well worth the effort.  Is anyone working on this?  Is Runtime working on this?
