Pros and cons of where to store image data

Does the Distribution Builder work correctly in changing in-stack 
images to referenced ones? It didn't work when I made a distribution. 
Using OSX 10.1 and Rev 2.0.3.

If it has worked or not for anyone else could you let me know?
