I am not a lawyer, but here is my understanding:

If you are *distributing to others* MySQL server code or binaries, then 
you ARE required to pay.
If you are just *using* the mysql server via client connections then 
you are NOT required to pay, even in commercial apps.
If you GPL your software you are NEVER required to pay.
