How to rotate a graphic

Thanks, but I already tried that; it won't rotate a circular/oval graphic,
which is what I want to do.

The graphic is a simple drawing of a wheel with some text in it. I've tried
everything I can find to rotate a circular graphic but nothing works.

I suppose I can redraw it or capture it as an image, and then rotate that,
but it would be nice to know whether or not we can rotate a circular or oval
graphic.
