[ANN] QTExternal 0.3.5 - Now works with Windows

The QuickTime External that I have been working on is now available for 
Windows as well as Mac OS X thanks to Tuviah Synder.  Also, the 
following additions have been made:

* qtExport() - Uses the QuickTime export dialog to export a movie in a 
player object to any format QT supports.
* qtSave() now supports saving a movie as self contained or with 
dependencies.
* qtSetSelection - Enables you to set the selected portion of a 
quicktime movie using transcript.
* qtSetMovieLoopingInfo()/qtgetMovieLoopingInfo() - gets/sets looping 
setting inside a movie.  This can be saved with the movie.
* qtMakeMovieLoop() - Allows you to set a player loop property to true 
and additionally set it to palindrome.
