Checkmarks in popup menus?

Messages look fine in what remains of the web archive for these list messages:

I wonder is this email formatting issue may be related to why emails auto-generated from LC's Bugzilla system come into my In Box flagged as "Spam" and with similarly-unreadable formatting.
