macOS Sequoia (v15) and popup menu bugs?

Could you submit a bug report with a stack which replicates the initial 
contents and then modification of the popup menu and then does popup?

We can then look into it - given that we haven't had any other reports 
of this, I suspect it is something in the structure / modification of 
the popup menu which is causing a problem (I realize you can't test this 
is context, but it would give us some insight into making a recipe).
