remote debugger won't start

something new, today:
ios, 968 or 969
mature app that has been in production for a year
remote debugger included
do a build
install
both ios and mac are on the same net
lc has accept permission through the firewall
run app
remote debugger never connects, like executing the breakpoint command
causes nothing to happen.
so, how do we debug the debugger not connecting?
