lc 9.8 with xc 13.2.1

The notes for 9.8 says it supports xc 13.2, and i'm seeing others using
13.2.1
I'm getting an error with 13.2.1.
(error linking for arm - "iphoneos 15.2" cannot be located)
building for ios 9 or later
