iOS 15 and Xcode Cant Install app

I would assume it's signed and notarized. It installed on my Mac Mini running iOS 12.x just fine. From what I could find that this may be caused by signing on Catalina not the iOS SDK version. Apparently building on Big Sur with Xcode 12.4 is OK(until 4/2022). This might be a back-door way to get us to buy a new Mac now. It worked on me, I'm getting a M1 Mac Mini.
