[ANN] Release 9.6.2 RC-3

I just downloaded and tested on my MBP16(2019), single screen, MacOS
11.2.2, and also in parallels Win10(v1909) and had no issues.

BTW, visual effects work a dream and even macOS CoreImage effects work
great. Super. Hope to see more (HTML5, hint, hint) soon.
