Windows 64 bit LC Still slow

32 bit programs running under a 64 bit OS have to run through an “emulator” (that is probably not the right term for it). I was simply saying that I think we can eliminate the witness as a possible cause for why Windows standalone and the IDE run so much slower than on MacOS or Linux.
