Upgrading OpenSSL in 6.7.11

(Apologies for multi-sending previous message.)  Interestingly, I find that 
the issue doesn't occur in 6.7.11 on Mac, but only when the standalone is run 
on Windows (Server 2012 R2).

The reported error is:
	error:14077410:SSL routines:SSL23_GET_SERVER_HELLO:sslv3 alert handshake failure
