SE Gutter better scroll tracking [Bugfix-20140]

Anyone who downloaded my Gutter update please note, I noticed there is a change that should not be there. In revsegutterbehavior.livecodescript please correct line 319 to be:

send “updateScroll” to me in 0 milliseconds

I did not intend this change to be a part of the breakpoint fix. This is for another issue I’m working on. The branch in my personal github repository is corrected (with a couple of extra commits 'cause my morning Joe hadn’t sunk in yet…)
