I keep getting this message, both in the IDE and in a standalone:

  Message execution error:
  Error description: Function: error in function handler
  Hint: ulExtIsBlocked

It's either a libURL or TSNet error, so it looks like a thing for 
Charles W. Thoughts? I need a workaround.
