Rotatable mobile browser

I am unable to create a stack that simply repositions some card controls 
and resizes a browser to fit the new orientation on an Android phone.

I have tried both the browser widget and the older mobile browser 
commands, each of which fail for different reasons. This is all in LC 
8.1 (and all prior dp and rc versions.)

If anyone has a working example I would love to see it.
