Release 6.7.11 RC2 / 7.1.4 RC2

As Peter said, if you open LC *without making internally changes*, all
is ok and next you can do all the changes you want.

My note was for people which make changes (*modify* files) *before*
starting LC at least once ...
... in this case you have to do.
