LC7 arrayEncode/Decode

LC7 uses a different method of encoding arrays to handle Unicode
keys/contents.  The arrayEncode function has a new version parameter that
determines whether the new or old method is used.

However, there is no version parameter for the arrayDecode function. Does
this mean that LC7 can detect the encoding of the array and decode it
appropriately?
