RegEx Builder

I've modified the RegEx Builder plugin that comes with Livecode.  It
handles the new filter syntax, creates capture groups, has a switch for
multiline mode, and includes a few more regex syntax options

However, it's marked as copyright Frederic Rinaldi so not sure how to
proceed.
