That's normal for LA drivers! I drive for a living, doing copier installations. I see people driving in 30mph traffic doing over 60. I've seen close calls and full blown accidents because many people are simply so egomaniacly proud they cannot conceive of the possibility that they won't be able to get out of any situation that develops no matter how aggressive they are.
