Advice of cheap/free online server

Thanks everyone for these suggestions. Guess what I am doing this afternoon!

Dumb question (please don't laugh) if I get this working the way I want and all the stuff I need is small (small database, minimal traffic) can I just keep it on this dedicated PC of mine ?

Guess I just need to buy a domain? Is that correct?
