Normal?  I don't think there's a 'standard' for these campaigns. Anyway,
the un-named government entity is no doubt a committee, so the threshold
for funding is understandable.

 The match funders don't know if the proposal is feasible or reasonable so
the only proof they can accept is a threshold of cash  that indicates
adequate support from the future customers of the goal product.
