Resolution independance not working in Win Vista

I'm using LC6.5.1 fullscreen (letterbox) and rez independent images in a
desktop app and it's working quite well on Windows 7 and XP. All the text
and controls scale up well. I'll have to dust off the Vista machine and see
if it works there.

I have not tried to change the background from black.
