raiseWindows

The raiseWindows global doesn't seem to work for palette stacks.  If I
switch to another program, my other LC windows stay visible but any
palettes don't.

Is there some other property that makes palettes behave in the same way as
non-palettes when raiseWindows is true?

LC 6.6.2/OSX 10.7.4
