Substack tracking main stack and staying at top level

Livecode friends,
I would like to have a substack open and stay in a certain area of the main stack.  Also, if the main stack is clicked, the substack stays at top level.  Can someone please advise as to how I can do this?

I can do this with groups but too many groups gets a bit challenging to manage.
