Modal vs modeless

On Windows, only toplevel stacks show up in the taskbar. So if I want 
only the app itself to show, I set all the others to something else. 
Modeless stacks act like toplevel ones for the most part, so I can make 
normal-looking stacks that aren't added to the taskbar.
