Modal vs modeless

I seem to be forgetting a bunch of stuff lately. Anyway, I want to use a modal type dialog with full decorations but when I modal a stack I get nothing at all. I don't remember that being the case. If I modeless a stack I get the decorations but now the end user can click on the window behind this window which I do not want.

How do you guys handle that???
