I think it's because 6.5.1 is a bug-fix release rather than new
features added that would then need a test cycle before release. The
one new added feature is a replacement for a buggy one in 6.5.0, and
could therefore also count as a bug fix. The idea, I think, is to get
the bug fixes out into a 6.5.1gm general release asap.
