Uncommenting a script

It also does NOT work for me. Never has. But I do have a Japanese 
keyboard where the punctuation marks are on different keys, and 
use the Japanese input methods (as well as English).

Lots of software shortcut keys get messed up for me, not just LC.

Could a common theme among the folk experiencing the problem be 
the use of non-English keyboards and/or input methods?
