Ben,
When I Found this awhile back Monte theorized that the hooks for Android
externals was put in but not finished.

I was driven mad wondering why a general mobile utility stack no longer
launched on Android. This fixed it.
Obviously if externals work this way we'll need to have a way to specify
them separately in some way in the standalone settings, so that we can
maintain a plausible setup.
