[OT] EULA and legality

From what I gather in some cursory searches, this is only for ARM processors running Windows 8 Mobile. Nothing stopping them from expanding on the concept though, except perhaps maybe the PC manufacturers refusing to go along with it, in which case consumers will need to reward those manufacturers with favoring their products.
