Just a follow-up on this.
Apparently "Content-Transfer-Encoding" is not a valid http header. (It may appear in parts of a multipart form). So I should withdraw the claim that this is a bug in libUrl.
from rfc 2068:

HTTP does not use the Content-Transfer-Encoding (CTE) field of MIME.
