Parameter string length (was Named Parameters)

If Hugh is correct in his observation that there is some kind of limit in parameters, that might be a consequence of section 2.2.9 limits, or it might be something not listed there.  It also might be a limit that existed long ago.

At this point I'm willing to leave the question open.
