can't save stack as 2.7

I'm trying to save a stack as a 2.7 stack but it is still 5.5.  I'm using LiveCode 5.5.0 and I'm trying to save with the IDE.  The stack cannot be opened in 4.6.  The prefix is REVO5500.  

What might I be doing wrong?
