Duplicate stack names

I was under the impression that the IDE would not allow duplicate stack
names but I have succeeded in creating two substacks of the same main stack
with the same name by issuing a create stack command in a script.  I'm
guessing this is because the IDE checks for this condition outside the
scope of the create stack command?  If so, I will have to do that check in
my script I guess.
