Android Programming API level and device compliance

Hi All,

Recently, looking at Android API Levels:
http://developer.android.com/guide/appendix/api-levels.html
I noticed that the minimal level needed
for my application is Level 4, corresponding
to Android 1.6

How I could learn about device compliance
to these characteristics without buying the
device in first place?

Does exists a website that rate Android devices
from a developer standpoint (not from a consumer
viewpoint)?
