set tool not working?

Hi all. This just started happening to me. If I use: 

set the tool to "Browse"

I get an error, but if I use: 

choose browse tool

that works! The dictionary says the first form works, and it did until today sometime! Weird! 

I know, I know, "Don't do that" right?
