how to change the background color to tab panel?

Hey folks,
On Win 7 systems, colored tabs is always controlled according to the
theme engine being used. That is a variable user choice that you will
not be able to change unless you build your own custom controls.

As a point of reference, here is the exact same stack on Windows 7,
one using theme rendering and the other using the "Windows Classic"
theme (no theme).
