bullet chars in Linux?

I am in Windows 7 in WordPad, and pressing and holding the ALT
(Option) key while typing 8226 on the keypad does prodice a bullet
character.  Your other examples do not.  I tried the same in
OpenOffice and it created a curly-quote character.
