[ANN] Update to Layer Tools plugin

Here's an update for one of my more popular plugins, altLayerTools. You can
put it directly in the plugins folder and it will now work as an inspector
for all controls on any card of the selectedobject, allowing you to move
controls and groups up and down in the layer order. It works better than the
Application Browser as it doesn't get confused and always reports the
correct layer hierarchy.  It also will allow you to quick edit props and
scripts for objects you select.

If you already own altLayerTools, you can just click the update button and
it should download a new copy.
