an interesting challenge

Victor Hugo once sent a message to his publishers:

"?"

and they replied:

"!"

which seems about as minimal as one can get.

A completely empty message is not a challenge, or anything
else for that matter.

Now, the thing that worries me is whether "?" constitutes a
sentence as it is verbless.
