Try this:

on mouseUp
   set the useUnicode to true
   set the htmlText of fld "fOUT" to "<p> &#8220; Kanwar &#8221; The 
rest of their lifestyle &#8212; names, marriage rituals, dressing styles 
&#8212; continued to be the same.... </p>"
end mouseUp

something happens; whether those are the characters you expect I don't 
just know.
