On a Mac, you can get this using AppleScript. I've no idea for any
other platform.

Not from the file itself. I either keep a text file on the server
listing the current file numbers, or i include the version number in
the file name when uploading e.g stack.120.rev.gz would be version
1.2.0 of "stack.rev" which has been compressed.
