Japanese on Win9x

I just learnt the hard way that Windows 98 doesn't 
handle unicode.

Is there a non-unicode way for Rev to displayJapanese 
text imported from Japanese txt files (ANSI)? 

The ability to input Japanese into text fields directly 
(from a keyboard, for example) is not necessary, tho 
nice if possible.
