Ron,

Did you put a BOM before the text.

set the useUnicode to true
put numToChar(baseConvert("FEFF",16,10)) into tBom
ask file "" with "jpn_bomUtf16.txt"
put tBom & the unicodeText of fld 1 into URL ("binfile:" & it)
